疫情没有改变跨国企业对上海的投资信心。经历了不平凡的两个月，新一批跨国公司用行动投出了信任票。6月15日，在第三十五批跨国公司地区总部和研发中心颁证仪式上，上海市市长龚正为新认定的30家跨国公司地区总部和10家研发中心颁发证书。在谈到为什么选择上海时，霍富集团中国区高级副总裁Thomas Rene Bunke表示，“中国是我们最重要的市场之一，而上海是最佳选择。”在谈到企业市场布局时，戴森贸易（上海）有限公司大中华区副总裁黄邵捷表示，“公司将以上海为中心，未来两年内将继续在中国投资1亿英镑用于本地化生产。”在谈到未来发展信心时，上海西门子医疗器械有限公司总经理孔军表示，“我们对上海的信心没有改变，而且我们认为西门子在中国仍旧有长远的发展空间。”本期“眼界VISTA”我们聚焦：跨国公司地区总部和研发中心颁证仪式。
第三十五批跨国公司地区总部和研发中心颁证仪式于15日举行，上海市市长龚正为新认定的30家跨国公司地区总部和10家研发中心颁发证书。截至5月底落户上海的跨国公司地区总部累计达到848家，外资研发中心512家，显示上海继续成为全球最富吸引力的外商投资热土之一。
On June 15th, the 35th Certificating Ceremony for MNC’s Regional Headquarters and R&D centers was successfully concluded. Gong Zheng, mayor of Shanghai, presented certificates to 30 MNCs’regional headquarters and 10 R&D centers. By the end of this May, Shanghai is home to 848 MNCs’ regional headquarters and 512 foreign-invested R&D centers, indicative of the city’s immense magnetism to foreign investment.
此次获颁证书的企业中，制造业占比57.5%，服务业占比42.5%，多数属于上海重点发展产业，生物医药企业5家，智能制造企业10家，汽车企业3家，商贸零售企业8家，高端服务业企业7家。其中包括世界领先的医疗技术公司德国西门子医疗器械，全球知名自动化控制及电子设备厂商日本欧姆龙，知名体育器材品牌管理集团芬兰亚玛芬体育用品等。从企业能级看，30家总部企业中，大中华区及以上区域总部达9家。
Let’s take a look at the statistical breakdowns: 57.5% of the certified companies are players in the manufacturing industry, 42.5% in the service sector. Most are active in key industries of Shanghai, including biomedicine, intelligent manufacturing, automobile, commerce and retail and high-end services. To name just a few, Shanghai Siemens Medical Equipment, a top-tier medical technology company worldwide; Omron, a world-renowned automation control and electronic equipment manufacturer; and Amer Sports，a famous sports equipment brand. In light of competence level, 9 companies are headquarters and R&D centers at or above the level of Greater China region.
总部经济是城市高质量发展的重要驱动力。落户上海的跨国公司地区总部和外资研发中心数量不断增加，能级不断提高，充分表明外商对上海投资预期和信心没有改变，上海是国内乃至全球发展总部型经济的重要集聚地没有改变。
Headquarter economy is a key driver behind the city’s high-quality development. Both the quantity and competence level of MNC’s regional headquarters and R&D centers in Shanghai are on the rise. It fully indicates that foreign investors’ investment expectations and confidence remain unchanged and Shanghai’s important position in developing headquarter economy at home and abroad remains unchanged.
5月29日，上海市政府发布了《上海市加快经济恢复和重振行动方案》。6月1日以来，上海市政府已连续举办11场政企沟通圆桌会，倾听企业诉求，回应企业关切，稳定外资企业在沪发展预期和信心。
On May 29th，Shanghai released the Action Plan to Accelerate Recovery and Revitalization of the Economy. And since June 1st, Shanghai municipal government has consecutively hosted 11 government-business roundtable meetings, upon which the concerns of the business community are actively responded to and their confidence and expectation of future investment are consolidated.
